The Notaires fee is a government tax and cannot be avoided, think of it as solicitors fees and stamp duty, however the Estate Agents fee can be avoided if you buy direct from the owner. It is quite normal in France to buy and sell properties privately through the Office of the Notaire as all the paperwork is handled by the Notaire anyway.
